"There is increasing discussion about the government paying attention to and providing policybased support in the area of critical minerals. In fact, considering current global development trends and the energy transition, it appears that critical minerals have the potential to become the main raw materials of our mining sector in the next 10–20 years. Since this is a relatively new sector in our country, there is little historical data available. This clearly indicates the need for more extensive and wideranging exploration activities. One of the main challenges in working in this field is the granting of special licenses. Although exploration licenses are being issued through a tenderbased system, it is important to understand and take into account that exploration itself is a sciencebased field rooted in geology. Because this sector is grounded in science, geologists and researchers often need to conduct exploration widely in areas of their own professional interest. However, the tenderbased system restricts exploration to specifically designated areas. In this regard, if the system of issuing special licenses through direct applications is reinstated, this sector could develop more dynamically"
