Minister of Industry and Mineral Resources G. Damdinyam on May 26, 2026 formally submitted draft amendments to the Law on Minerals to Parliament Speaker S. Byambatsogt.
According to the Minister, revisions to the Minerals Law have been discussed at both parliamentary and government levels since 2014. Developed under the Government’s “Liberate” initiative and related parliamentary resolutions, the current draft introduces amendments affecting more than 40 percent of the existing law.
Officials stated that the changes are intended to address growing challenges in regulating Mongolia’s rapidly expanding mining sector under the current Minerals Law adopted in 2006.
The proposed amendments focus on several major areas, including:
- reforming the exploration licensing framework,
- accelerating geological exploration activities,
- establishing policy and regulatory provisions for critical minerals,
- improving regulations related to mineral processing,
- strengthening local participation in the geology and mining sectors,
and increasing the share of royalty revenues allocated to the Local Development Fund.
The Government believes the amendments will create a more competitive and investment-friendly legal framework while supporting the long-term development of Mongolia’s mining sector.
