Mongolia Announces Five-Year Development Guidelines for 2026–2030

The Government of Mongolia submitted to Parliament a draft resolution on the Five-Year Development Guidelines for Mongolia 2026–2030 on October 30. To present the plan to the public, Prime Minister G.Zandanshatar and cabinet members held a press conference on November 10.

Prime Minister G.Zandanshatar emphasized the importance of policy stability, noting that “frequent changes in government policy were among the major mistakes of the past.” He said the new plan is based on scientific research, public participation, and coherence in both planning and implementation.

Discussed by researchers from the Mongolian Academy of Sciences and leading universities, the draft aligns with the “Vision-2050” long-term development policy and the Government Action Program for 2024–2028.

The guidelines focus on eight policy areas, including human development, economic diversification, governance, and digital transition. Key goals include maintaining economic growth above 6%, narrowing regional disparities, raising the Human Development Index to 0.813, and expanding the middle class by 20%.

The plan also aims to curb corruption, strengthen good governance, and enhance Mongolia’s global competitiveness and digital transformation.

The government also plans to improve the business environment, reduce state intervention in the market, promote fair competition, protect the interests of entrepreneurs and investors, deepen tax and customs reforms, and position Mongolia among the top 50 most competitive countries within the next five years.
